Terry O'Rourke – Has a private law practice in Houston and is experienced in general civil litigation, energy and environmental law practice. He served 10 years as Senior Assistant Harris County Attorney and Texas Assistant Attorney General prosecuting indust rial polluters on the Houston Ship Channel. He worked on President Jimmy Carter's White House Staff as Counsel on energy price controls and environmental issues while also working with U.S. State Department providing briefings for government ministry officials in principal energy producing and consuming nations.

Terry O'Rourke holds a law degree from the University of Texas and a Masters Degree in Hydrology from Rice University.
